I'd have said PNG but really you'll need to park in one of the many nearby parking lots and hop out of the car to get the smiley.
Could not BELIEVE the amount of downtown Austin areas that don't have any caches!! This must be remedied. 
So I'm going on a mission to hide one whenever I stop and don't see one nearby.
