My second cache, placed to celebrate 50 consecutive days of "Unknown" caching. It was far tougher than a year of caching, not least due to the relative dearth of local "?" caches. This goes a (very!) small way towards rectifying this ...
The cache is not at the given coordinates; they are for the bench outside the Royal Mail Delivery Office on Teddington High Street. If you want, you can sit there whilst you ponder the puzzle, although this isn't necessary for solving it. The bench and the cache are, however, within easy walking distance of each other.
The actual coordinates are:

W 000 19.B
Where A = Ecuador+Guyana+Uruguay+Venezuela and B = Bahrain+Kuwait+Oman+Syria.
The cache is placed with the kind permission of Richmond Borough.
The final location is accessible at the following times:
Mon-Sat (except Bank Holidays) - 7.30am to dusk
Sun (and Bank Holidays) - 9am to dusk
