Thanks to longwayrounders, I found out what this place was. This is the shrine of one of Okinawa's greatest heroes Noguni Soukan; affectionately known as the Sweet Potato King. According to the source I've cited on the Related Web Page section
The introduction of the new staple to Okinawan diet is credited to a local court official called Noguni. Soukan is his title that translates roughly as secretary. Not much else is known about the man, but so remarkable was his introduction of the sweet potato that it saved his and generations of Okinawans thereafter from earlier frequent famine and starvation.
There's more sources on Google about the guy, but they pretty much say the same thing. Regardless, he's got himself one beautiful shrine and festival.
Difficulty getting the cache will involve muggles, who have a way of sneaking up on you, (at least they did to me) and creepy-crawlies. (you'll know once you get there)
