Each stage of this multi cache is located to comply with the cache saturation rules based on the other caches that have already been hidden at Anderson Pond. That is not to say all the great places are taken, just that we had to work a little bit to find all of the other caches to ensure we complied with the rules. In addition to the coordinates for the next stage, each stage will give you part of the code which will be needed to bring the final down to earth (those digits are the only thing you need to take from stages 1, 2 and 3).
The coords really bounce around for Stage 1, I'll expand the hint if it turns out to be too problematic. Stage 2 may require some stealth depending on time of day and week. The trailhead to Stage 3 is located between stages 1 and 2 of Anderson Cubic Zirconia (GC479Z5). Everything you need for stage 3 is at that stage (no TOTT needed). I tested it at our house on three non-cachers to be sure they could figure it out. A few cachers have managed to get the final coords out with TOTT, but you don't need them. Stage 4 was actually found by some muggles when it was half built and you could access the final without needing the numbers from the first three stages. Thankfully they just signed the log and left everything intact. Now that it is actually ready to be found (and you have to work to get at the final) there is a FTF prize gift card for a local ice cream establishment in Niceville to get a cool treat after the hunt.
Each stage is hidden differently based on ideas we have picked up from others and tweaked for our purposes. We'd suggest driving from Stage 1 to Stage 2, from there you could walk, hike or drive to a trail head for Stage 3. Of course you don't have to take a trail to Stage 3, but we do think it would be easier than bushwhacking. It's a very short walk from Stage 3 to the final.

This cache is within the Eglin Air Force Base reservation. A pass is required to be on the reservation. It costs $12 for October - September and comes with a great map. It can be obtained from Eglin AFB Natural Resources Branch (Jackson Guard Office), located at 107 Highway 85 North, Niceville FL 32578. See GCKC1A or coordinates N 30° 31.480 W 086° 29.585. Office hours are: Monday-Thursday 7:00-4:30pm; Friday 7:00am-6:00pm; Saturday 7:00am-12:30pm; Closed on Sunday and Federal Holidays. A pass can be obtained by going to Jackson Guard or by mail. (See above address). Mail a copy of your most recent pass to Jackson Guard at above address with any changes in address noted. It takes 1 to 2 weeks to process. If you do not have a pass, mail a copy of your driver’s license with your phone number. Payment by mail must be by check. They will accept it made out to Jackson Guard. Phone # is (850)882-4164. A pass can also be obtained immediately by going to Jackson Guard in person during office hours. Current range closures can be viewed on the Jackson Guard website map of the range.
