Geocache Description:

This is a puzzle cache.  The cache is not at the posted location.  Solve the puzzle to find the cache.

For as long as we can remember, people have been trying to encrypt messages to keep important information away from prying eyes.  Sometimes it was enough to ercrypt the text, but sometimes one layer of encrytion wasn't enough.   Sometimes the code was 2 or 3 layers deep.  In this case, it is three layers deep. 

Here is the scenario... it is your job to monitor the airwaves for messages being broadcast by the enemy.  You are lucky enough to hear a message being sent out in the open, you start to write it down.. 


You and your team start to work on decoding the message.  You get through step 1.. you get through step 2.. but then you hit a wall.  You are stuck.  Just as you can't get any further you hear that you assets in the field have found something that looks like it might be interesting to people in your line of work.  What was found looked to be a simple scrap of paper...
 

It still makes no sense to most.. but to you... you're already out the door to find what was hidden...
