CacheShadow: After further contemplation and a more detailed review of the cache location and structure, it would appear the placement of this cache, if known by the Niagara Region authority, would cause concern.
While Reviewers are not the safety police, it seems unlikely that the Niagara Region department responsible for roads/bridges would sanction this location for a cache placement.
If permission for the placement can be obtained from the Niagara Region the CO can contact a Reviewer to discuss the possibility of this listing being Unarchived.
I appreciate that the CO placed this cache with good intentions; in retrospect this cache perhaps should not have been published without initial permission confirmation during Review.
