Cache is located at the Intermountain Power Plant recreation facility north of Delta. The rec center is used by the public for various activities. You don't actually need to enter the factility to log this cache however, just park by the gate.
I was at the rec center for a gathering and hoped to do a little caching while there. But alas, there were no caches nearby. There is now! Look for the big white sign at the entrance to the recreation facility and you will find the cache. It is a small container with only a log so you will need your own writing stick.
