UPDATE: The lamp skirt is gone, and so is any trace of the WMB. Cache is now a magnetic nano on the guard rail:

This should be a very easy park and grab. No need to get near the water for this one. Watch for muggles, though, as this is a very popular spot. The difficulty reflects the ammount of muggle traffic nearby.
