There is a couple hugging each other at near Chidori Bridge, Fukagawa.
The couple are Manzou the carpenter and Ogen the waitress.
Manzou was suffering from tuberculosis for years and his life has limited. Ogen was suffering from tuberculiosis as well.
They loved each other very much and vowed to live together until the death apart them.
Manzou decided Bousou Shirahama, Chiba as the jaws of death, and wanted to take care by Ogen until he dies at this place. However, they need money to move to Bousou Shirahama.
Mazou had other side of face called as Room Arrangement Manzou who sells floor plans where he did a carpentry to thieves.
Ogen remonstrated Manzou " You cannot go to the heven until you stop doing bad things."
Ogen prayed for Manzou to turn over a new leaf to St. Koushin of Chidori Bridge.
Manzou made last visit to Gonbei of Yamatoya who was the boss of the theif group to make the very last money.
Heizou's spy Omasa thought suspicous of Manzou's action. So she informed to Heizou.
The subordinate of Heizou, Yusuke Sakai was advised to Heizou to catch Manzou right now. But Omasa and Hikoju made a plea "Please give a mercy to Manzou who does not much time to live and brave Ogen." Heizou understood it.
Gonbei leaved mediation of plan floor trade to Bunsuke from Kai.
Bunsuke's house is Rice Cracker shop located near by St. Koushin of Chidori Bridge which Ogen went to.
Bunsuke brought this trade to Yaheiji of Suzuka who was well-established field of thieves.
However, Yaheiji tried to kill Bunsuke and Maouzou to rob the floor plan.
Heizou noticed to Yaheiji's intrigue and caught Yaheiji and his men.
Heizou offered palanquin to Manzou and Ogen, gave money. "Go wherever you like.!" and sent them off. Heizou thought "I can tolerate to people's crime, but I cannot tolerate about people's lives."
Heizou reached out to a life limited couple.

深川・千鳥橋の袂で待ち合わせ、抱き合う男女の姿があった。
大工の万三と、茶汲み女のお元である。
万三は若い頃から重い労咳（肺結核）を患っており余命幾許もなく、お元も労咳持ちであった。
二人は互いに愛しあい、命燃え尽きるまで共に生きようと誓った。
万三は死地を千葉県の房州白浜に決め、この地でお元に介抱されて死にたいと思った。
しかし、そのためには金が要る。
万三は間取りの万三ともいい、大工仕事をした先の間取り図を盗賊に売るという裏の顔を持っていた。
「そんなことをしていては安らかに往生できません」お元は悪事の片棒を担ぐ万三を諌め、万三が改心するよう千鳥橋の庚申様に祈るのであった。
万三は最後の金を作る為、元盗賊の頭である大和屋金兵衛を尋ねた。
平蔵の密偵"おまさ"は、万三の行動を不審に思い、このことを平蔵に知らせた。
平蔵の部下である酒井祐助は、万三を直ちに捕らえるべきだと平蔵に進言するが、おまさと彦十に
「死が近い万三とけなげなお元に慈悲を」と嘆願され、平蔵も了解した。
万三に頼まれた金兵衛は、間取り図売買の仲立ちを甲斐の文助に任せることにした。
（文助の家は武蔵屋という纏（まとい）せんべいの店で、その店はお元が願を掛けていた千鳥橋の庚申様のすぐそばにあった）
文助はこの話を、盗賊界の老舗である鈴鹿の弥平次に持っていった。
しかし弥平次は、文助と万三を殺して間取り図を奪おうとする。
平蔵はそのたくらみを知り、打ち込み、弥平次一味を捕えるのであった。
平蔵は万三とお元に駕籠を用意し、金を与え、「どこにでも好きなところへ行け」と二人を送った。
そして思った「人の罪は目こぼし出来ても、限りある人の命はどうにも目こぼしは出来ない」
余命少ない二人に、平蔵は手を差し伸べるのであった。
