The cache is NOT at the posted coordinates.

Being a guest at the posted coordinates might not be so funny. This guy, however, he's hilarious! And such a character! With amazing range and versatility, this comic genius deserves a puzzle cache.

The final location is at N 38° 3A.BCD' W 121° 4E.FGH'. Just remember, we're on a first-name basis for this puzzle, and if you should find a Z, then Z = 26. Oh yeah, and one other thing: in some of the clues, fractions had to, well, enter into the equation.
