What does Dudley have to do in order to keep Snidley Whiplash behind bars??? After being arrested for conducting the great Rubikon Robbery, the infamous judge “I.M.A. Nice Guy” said that Snidley was misunderstood and released him from the custody of the RCMP.
Snidley really wants to get rich quick, and he thought this time he would put a toll booth on the new Leigh Road Bridge and charge people $20 to use it. He figures that since it just opened, people would think it was the same as the Port Mann Bridge in Vancouver and not question the tolls… too bad Dudley and the geocaching community know differently.
Once Dudley had word of the unauthorized construction, he rushed to the scene where he found the construction workers wondering where this building sprung up overnight from. They also found two pieces of paper on the building door, but Dudley cannot make hide nor hair of them. He figures that they lead to the hideout as always, but he has never seen this type of puzzle before, although he has seen it’s cousin.
Also the code phrase is gibberish to him… is it some kind of code??? His French is not that great, which was his first try, but he is scratching his head over this one.

One thing he noticed, however, is that it is signed with a name of a person he doesn’t recognize… Does he have new people to arrest or are they innocent bystanders whom Snidley is throwing out there to confuse Dudley.
Can the geocaching community help again? Hopefully they can so he can try and keep Snidley behind bars (although he suspects it is a fruitless measure).
