Sequence is Everything Mystery Cache

This puzzle cache was placed for the Tom n JT Potluck Extravaganza Part 2 event on 07/21/2013.  Posted coordinates are where the event was held.

The actual location of this cache is N39° 2A.B5C W84° 3X.YZ6
Where A, B, and C are 0, 1, and 8 (in ANY order), and X, Y, and Z are 2, 3, and 5 (in ANY order).

To solve this puzzle, all you need to do is determine the correct order of the digits.

Some hints:

1)  The terrain rating of 1.5 is correct.

2)  The cache follows all proximity / cache saturation guidelines (at least as of the publication date).

3) The cache is located somewhere in Joyce Park / Waterworks Park / Riverside Natural Area / Optimist Park.
