We have started using "Rite in the Rain" paper for the majority of our cache so it shouldn't be a problem to sign even when wet/damp.
BTW, if you do ever run across a wet/damp log, it can usually be dried out easily if placed on your vehicle or a hot rock or stone for a couple minutes.
