Bunjil: I cannot see any information that indicates the CO has taken steps to resolve the issue/s associated with this placement. Therefore the cache is being Archived to keep it from continually showing up in search lists, and to prevent it from blocking other cache placements.
Caches that have been archived for lack of maintenance will not be unarchived. This is explained in the Help Center article here.
