Shibutoge is a mountain pass that lies between Nagano Prefecture Shimotakai-gun Yamanouchi and Agatsuma-gun,
Gunma Prefecture Nakanojo.
In the pass to pass between the Shirane and Yokoteyama, was opened in 1965 as Shiga Kusatsu road (toll road).

渋峠は、群馬県吾妻郡中之条町と長野県下高井郡山ノ内町の間にある峠です。
横手山と白根山の間を通過する峠で、志賀草津道路（有料道路）として1965年に開通しました。
現在は1992年に無料開放され国道292号に組み込まれています。
標高は2172mで、日本全国の国道で最も標高が高い地点です。
真の最高地点は県境から数百m群馬寄りにあり、「日本国道最高地点」の石碑が建てられています。
標高が高いため、例年11月初頭から4月下旬まで冬季閉鎖となり、峠周辺はスキー場に姿を変えます。
