I can't explain the empty lot but it seemed like the perfect place to hide a cache.  Happy hunting.

Originally we placed this cache low to the ground and possibly wheelchair accessible. Someone has since decided that location wasn't ideal and relocated it. The coordinates are close enough to the original, but it's no longer low... so broaden your search!
