Collier's Conundrum Traditional Cache

I remember the Castle Garden Library by Madonna T that was near here.  She had some trouble keeping ammo cans in the area.  Should be good until the next flood but hopefully longer. Congrats Naturecake and family for your FTF on this.

Magnetic in the middle of nature.  If you get close, you should be able to complete your find.  What is the conundrum? Some vertically challenged might have trouble.  There are different ways to retrieve this cache. Difficulty raised because I'm not sure which way you will choose or if you will need extra equipment.
