This is the eighth cache in the Okaloosa Heritage Geotrail.

In 2013, Florida reached a significant milestone, the 500th anniversary of Juan Ponce de León's arrival on Florida's east coast. What makes this anniversary so unique is that Ponce de León's convoy of explorers was the first group of Europeans to document such a landing and give a name to Florida, La Florida.

While Florida’s Native American heritage dates back more than 12,000 years, Spain’s claim in 1513 began a new era.

2013 marks 500 years of history and diverse cultural heritage in Florida – a claim no other state in America can make.

Ca. 1840 the first settler came to this area, known at the time as Chaffin’s Station.   In this logging camp, the Chaffins had built a turpentine still. Prior to the Civil War, Simeon Noyes built a gristmill nearby. The gristmill was later owned by James R. Miller , then Alfred Garrett.  Rufus Milligan is said to have brought the first sawmill to the area in the 1870s.  By 1876 there was a sawmill, mercantile store, barbership, blacksmith, livery stable, saloon and a ferry, known as Brown’s Ferry.

The town grew quickly between 1881 and 1883 when the railroad came through. In 1886 the population was 200 with two hotels, two churches, post office, gristmill with lumber the principal shipment.  The town’s name was changed in 1889 to Milligan.  Milligan was designated as the first county seat in Okaloosa from it's creation in 1915 until 1917 when Crestview became the permanant county seat. The courthouse was in the Scotch Manufacturing Co.

Okaloosa County was created by an act of the Florida Legislature in 1915.  The act explicitly names Milligan the Temporary county seat:

"GENERAL LAWS OF FLORIDA, REGULAR SESSION, 1915.

Chapter 6937 - (No. 131).

AN ACT Providing for the Creation of Okaloosa County, in the State of Florida, and for Organization and Government thereof.

Section 1. That the County of Okaloosa is hereby created and established to exist as a county of the State of Florida. Said county shall comprise and include the following described territory: that part of Range 23 and all of Ranges 24 and 25 west of Tallahassee Meridian, embraced in and forming a part of the territory of the County of Santa Rosa, as heretofore existing, and all of Range 22 and that part of Range 23 West of Tallahassee Meridian, enbraced and forming a part of the territory of the County of Walton as heretofore existing.

Sec. 2. The said county of Okaloosa shall be part of the Third Congressional District;

Sec. 3. The town of Milligan shall be the temporary County Seat of Said county."
