It is off a nice dirt bicycle/hiking trail in Folsom Lake State Park. The trail offers great views of Folsom Lake from the South.
For no fee access to the Park, park on Sophia Pkwy at Green Valley Rd and walk up the gravel road to the North. Take the first small trail to the right which goes to the main trail. The trail goes through wooded areas. Turn on the second obvious trail to the right at approximately N 38 423.601 W 121 6.389. Go to the top of the hill and turn left. The trail can also be accessed from Browns Ravine. In wet weather, it will get muddy but is passable.
