This cache is near businesses (but in the public area) that are open long hours, 7 days per week, the seats in the nearby restaurant face directly at this cache, AND there is a dog park close by, so people will be hanging out in this area frequently. You should consider 1) bringing your dog, 2) getting some coffee/food, 3) bringing a book, 4) dressing warm in winter so you can hang out / walk around, 5) bringing a distraction, etc! It took me 20 minutes to place this cache!
This cache is not recommended (but certainly possible) when it is raining or snowing, for reasons that will make sense when you find it :)

In case you were curious, the name of this cache was inspired by the nearby business and "loca" (Spanish for "crazy") for how crazy it is to avoid muggles as well as the idea that some of the businesses here are "local."
