Mega Maths
The cache is not at the above co-ordinates, though you could go there to count cars.
To find the cache you could find the values of R, S, T, U, V, W, X, Y, and Z, each of which represent a unique number between 1 and 9. Then do some simple maths.

East HIJ° KL.MNO where
Once you have worked out the numbers above, there is a wee bit more maths to do in order to find the cache. Please add 3 to the South and 8 to the East.
