I have bicycled over this causeway and bridge more times than I can count. Especially in the morning I see a lot of people doing the same thing, or walking along the sidewalk. No matter where you park you will get a little exercise when going after this cache.
You are looking for a mostly camouflaged bison tube that is the host for the cache. As the cache is near the sidewalk keep an eye out for muggles and wait until the coast is clear.
