The listed coordinates are not to the cache but will take you to a tiny park downtown. There you will find a mural of the history of the area. Using ONLY the Southwestern wall and the clues below, you will find the coordinates to the cache at:

C=# of M's in mural artist's first name MINUS M's in artist's last name
