For 3 days every month you can be refurbished bicycles at a very low price. The Suginami Ward government collect abandoned and illegally bicycles. If the bicycles go unclaimed they are restored by senior citizen volunteers. Finding the cache might be a stretch for geocachers of shorter stature.
