Tenka-ichi-budo-kai 
lit. "Best Martial Arts Tournament on Earth")
is a world wide famous martial arts tournament that takes place in the Dragon Ball world every 3 or 5 years. Many of the world's strongest fighters join the tournament hoping to become the strongest fighter in the world.
To meet the challenge of this cache you have to win the Tenkaichibudokai by finding and defeating the current champion;

But to qualify to beat him you must find and defeat these other strong fighters first:
Each of those five fighters above will give you a 3 digit number. (On the inside lid of each cache container) Next you must put those digits in the correct order which will give you the coords of finding Jackie Chun. To work out the correct order you have to place them in order that those five fighers above were eliminated from the 21st tournament. If you have no idea please check here: 21st Tenkaichibudokai
Good luck. Once you defeat Jackie Chun, you'll be decleared the champion of the Tenkaichibudokai and your prize is a piece of the puzzle to find a dragon ball.
And since a lot of work is required to find this one I will include a rare thing from me. A FTF prize of coins enough to buy a drink for each cache you need to complete this one.
