Who am I ? #3 Mystery Cache

This is a small cache(that can hold a TB and several items) hidden in a spot that is connected to the man the cache is dedicated to. 

About the cache

I decided to start a new cache series titled "Who am I?" to find the cache you need to identify the person (man or woman) the cache is dedicated to and his date of birth which is ABCD and his date of death EFGH.

Here are the clues:

1.     In 1885 I was arrested for being a member in the Russian underground movement called Narodnaya Volya 8 months later I was released and joined Hovevei Zion(חובבי ציון)

2.     In 1882 I went to Paris to study chemical engendering specializing in glass. When I met Baron Rothschild and told him that he sent me to Israel to make glass wine bottles.

3.     I loved to show-off and there are a lot of pictures of me on a horse.

4.     I loved Tel-Aviv and the city loves me it evened named a few things after my name including a garden and a street.

5.     Did I mentioned I was the Mayor of Tel-Aviv ?
