On edge of public right of way. Container may hold very small items. The container is screwed onto the utility panel. It looks like a cover for an electrical outlet. Not in the garden or on the electric sign. Replace as found for rain protection. Do not report DNF until you look inside the electrical outlet cover on the utility panel.
