This is a cache that requires special equipment in order to get to its location. Note that I didn’t say that it's a paddle cache as that would imply that you need to actually put in some kind of significant locomotive effort after you launch your craft. No, this one is very close to solid ground; so close in fact that you could probably just push off of shore and coast right over to it.
Note that you should indeed use a craft of some type. While you could just swim over to it, I don’t see any way that you would be able to retrieve, sign and replace the log once there. So it’s best if you don’t even try that plan.
In case you were wondering, the source of the name is from some words that you might think or want to use while standing on the shore with or without water transportation: if with a craft then you may be noting the ridiculous amount of effort being put into travailing that extra 15’ to sign a piece of paper; if without a craft then you may be reflecting on the frustrating fact that you can see it just right over there but it's still way out of reach for a smiley.
