FatTiger: I have decided to archive it since I don't work right next to it anymore and driving to keep checking on it has become a bit much since it has usually still been there.
I am guessing that most people have started looking in the bushes for it all the time when it wasn't hidden in the bushes. The bushes were very low to the ground and small when this cache was hidden so I guess it increased the difficulty here a bit over the years since it was hidden. The location of the cache was in the cache name, you had to reach up and in.
