I suggest parking in the pull-off and walking a few steps through the grass and trees to approach the cache rather than walking along Winfield Road. The vehicles drive too fast along this road in my opinion.
You are looking for a small black bison tube. Near the cache is a small memorial and a few concrete steps leading to the road. I don't know the story behind the memorial, but clearly someone lost a person who was dear to them. After looking at the words on the memorial, I reached over to hold the hand of my young son who was helping me find a good hiding spot. It reminded me to appreciate every precious moment that I get to spend with him.
Please do not disturb the memorial. The cache is not amongst the memorial statues or on the stairs leading up to it. The cache is a little further back from the road in a spot where you would likely hide a cache.
