The cache is located on Ferdinand Bridge. From here you have a nice view over the Crisul Repede river, City Hall and access to the city center. The cache will be available until the bridge will be repaired (probably summer 2014). Recommended to be picked up at night but one can do it also during the day with stealth. Please placed it back exactly where you found it.
