Geocache Description:

A puzzle cache for the puzzle-hounds.  Cache is not at listed coordinates.  Break the code to find the coordinates for the puzzle.


W.  Donovan, was named Coordinator of Information on July 11, 1941.  America's foreign intelligence organizations at the time were fragmented from each other.  Results of intelligence operations were not shared between the Army, Navy, FBI and Department of State. Anchoring an unwieldy system, Donovan fought many jurisdictional battles.  As few of the leaders in the intelligence community were willing to part with any of their current power, Donovan came up with a plan.  Severing ties with the FBI Director J. Edgar Hoover, Donovan began to lay the groundwork for a centralized intelligence program.  As Donovan organized the New York headquarters in Rockefeller Center, he asked Allen Dulles to head it. Douglas MacArthur, the commander General of the Southwest Pacific Theater, blocked the OSS from the Philippines. Tactics used by the OSS remained secret for many years, but in the 1970s and 1980s, significant parts of the OSS history were declassified and became public record.  To preserve the OSS after Roosevelt’s death, Donovan lobbied aggressively. Since public opinion turned against the OSS, conservative critics rallied and gave them the label of 'American Gestapo.' Thus, President Truman disbanded the OSS in September 1945.   Of the various departments that survived the agency's dissolution, several evolved into the newly formed Central Intelligence Agency.  Donovan's hopes for a centralized peacetime intelligence agency were achieved.

* Open wells have been found in the park. Known sites have been covered. It is possible others exist. Please use caution and pay close attention to footing and surroundings. (tree roots, etc. on and off trail pose tripping hazards).
* Thermal stresses may be a factor. Permittee should ensure that participants are dressed appropriately and stay hydrated
