I suspect not many people know of the existence of this 'playground', hence the reason why I can't provide you with much history of how it came about. I have not seen much activity here myself, only a gathering of extremists on Southern Cross Drive every once in a while. I suspect the local residents in the area are not very happy about these jumps, but judging by the size of these obstacles, you must be pretty good (or crazy) to successfully pass over them.
If there is a cacher that knows more about this area, I'll happily update the cache description to include more detail.
