As part of the Roswell Summit, all prisoners are to be held at least 0.07 peannics (about 90 miles) from the battlefield; in this case, Rachel, NV.  Durig daylight hours there are 50-100 alien prisoners meandering outside the buildings regenerating in the sun, however you will not be able to see them without special equipment.
