Prima dell'introduzione dell'IVA, esisteva il dazio sulle merci. Gli uffici preposti erano posizionati presso gli ingressi cittadini (porti, stazioni, vie principali), ed erano dotati di una bilancia capace di pesare i mezzi pesanti e determinare il peso netto delle merci trasportate con conseguente applicazione della tassa.
Abolito il dazio, le bilance continuarono ad essere utilizzate dalle persone che effettuavano trasporto di merce sfusa, come ricevuta del peso reale trasportato. Oggi nelle grandi città esistono presso i porti, i mercati generali, le cave di sabbia, etc. Solitamente si trovano anche nei pressi delle cantine, attività molto diffuse in Veneto.
Questa pesa pubblica è una delle ultime rimaste nel territorio, ed al giorno d’oggi è ancora funzionante.
