The Quaggy emerges from Sutcliffe park and passes under Kidbrooke Park Road here.
As I had come from upstream I don't yet know about the availability of river access from downstream.
To save yourself a long walk in the river it is possible to get to the river by climbing over the road bridge next to this pedestrian bridge.
