W85 Mystery Cache

The cache is not at these co-ordinates however, but it is nearby, so you may find it by brute force, or by solving the puzzle.

The puzzle was developed whilst spending a night in a tent by myself with no alcohol on Mt Baw Baw in the pouring rain. I was left alone with my notebook and only my thoughts and this is what was written in my notebook the next morning. I am sorry.
The first set of numbers are the southerly co-ordinates encrypted.
The second set of numbers are the easterly co-ordinates encrypted.
Both are encrypted using a similar pattern, with a slight variation.
I encrypted it and decrypted it by hand but i had a spare 15 hours to myself at the time. Expertise with excel would be handy, but not necessarily compulsory.
