Along with the object that you will find at the coordinates, there is a display of antique locks and safes that the business owner has collected over the decades. In order to solve this puzzle, you need to learn about how a wheel pack combination lock works. I recommend the using the link I've included with this description, but many other places can give you the same information.
The image below is meant to be a representation of the internal workings of a dial and wheel pack combination lock. The wheels are obviously not to scale; I have expanded each wheel to allow for better visibility of the components of each wheel. There are three wheels. I have left out the drive cam and dial-set wheels to reduce clutter. The wheel notches are visible and I have notated the location of the wheel pins with red dots. To make this easier, I set this combination such that the fly pins and the drive pins are at the same point along a given wheel. Of course, the arrow indicates the selected digit and the copper colored dot represents the location of the fence in relation to the wheels.
The puzzle is simply to determine the combination that would open this lock.
This combination will then also open the cache container at the posted coordinates.
