Geocache Description:

You are the manager of Canberra's main TV network, CKTV, and all seems to be well with tonight's programming. The late night news has just ended and a repeat of a common TV show has just started. It is not long into the show when things start to go strange. It begins with the show being cut off by the SMPTE Color Bars appearance. This is not too irregular but still confusing as there seems to be no issue with the station itself.

After a few minutes of confusion, letters begin to slowly appear on the screen. Viewers in the south of Canberra are now constantly calling you as the display continues. A few minutes more and a full message is displayed on the screen. It reads:

GOODEVENING CKTV VIEWERS
IT IS TIME TO WAKE UP AND SMELL THE ROSES FOR I HAVE THE POWER NOW!

NOW THAT I HAVE YOUR ATTENTION, LET ME SHARE A FEW THINGS WITH YOU. I KNOW YOU WILL START TO SEARCH FOR ME, SO I HAVE SET YOU A PUZZLE YOU WILL SEE SOON. I ALSO KNOW THAT IN THE END, SOMEONE WILL GET THERE. TO MAKE SURE ONLY THE BEST WILL GET ME, I HAVE ALSO MADE MY HIDING SPOT VERY SNEAKY.

TRY IF YOU WILL, SO GOOD LUCK TO ALL.
LET CHAOS RAIN TONIGHT!!!!!

As soon as it began, it ended. The program resumed but then a few minutes later, every TV set displayed this:

Now go and try to find this fiend of the airwaves and fix the damage that has been done!

AT WP1 YOU WILL FIND A BLACK NUMBER (ABCD). TO GET GZ, MINUS C FROM SOUTH DECIMALS AND MINUS (C*D)-A+B FROM EAST DECIMALS
