The Problem
An unknown force is attempting to interfere with the accuracy of GPS satellites. The attack has “bent” the signal of some of the satellites to be hundreds or thousands of feet off. FCIU has been able to correct most of the attacks, but they are coming more frequent and stronger each day. Our Research Department, lead by Dr. Lat, has determined the attacks are not coming from Earth, they are coming from Deep Space.
The Mission
The expert is simply known as the DOCTOR, we do not know exactly how to contact him or if he will be able to help. The partial coordinates with some coded data, may assist you with your task. We believe the bits of information, which have been collected from a number of sources by our investigators, might allow you to decipher the code and lead you to the Doctor.
The following encrypted coordinates were gathered from a cell phone left behind at the last known location of the Doctor.

Our files contain limited information about the Doctor. What is available follows below. Your task will be to analyze the files. Once completed, we hope YOU will be able to complete the mission. We are hopeful that you will be able to contact the Doctor, assemble a task force, and rendezvous at the TARDIS to end the alien threat.
The Doctor
The man in the photo is believed to be one of several figures known as the Doctor. He travels in time and space, so it is impossible to tell which Doctor will help us on this mission. Identify the man in the photo and determine what information he can provide to help our cause.
His Companion
The Doctor is rumored to travel with a companion. These companions seem to act as a conscience for the Doctor as well as a friend, assistant, and partner. The companions are not numbered but their electronic media following has recently ranked them in order of importance due to their place in folk lore and urban legend. Establish which popular companion is identified in the image.
Torchwood
Captain Jack Harkness is one of the companions that has assisted the Doctor throughout time. He was also the leader of the elite group known as TORCHWOOD for some time. According to our files he has traveled to a specific place and time to leave FCIU a clue. The file image below is a photo of a piece of letterhead that was found in the remains of one of the destroyed TORCHWOOD headquarters. The note, written on the page, is believed to indicate the location of important data left just for FCIU.
Sonic Screwdriver
This is the most important tool for the Doctor, it looks like a penlight but with magical powers. It unlocks doors, reads energy levels and breaks code. It fixes things that need to be repaired. It is even wielded like a weapon on occasion. Make sure you have YOUR sonic screwdriver and report to these coordinates. Intel thinks it may be some sort of vault holding vital information. Remember, it only works on metal not wood.

London is the site of a rift that collects space artifacts and is used as a sort of re-charging station. The following coordinates were transmitted from an emergency beacon after several UFO sightings in the area. A field investigation may be in order to look for information possibly left, for our benefit, by the Doctor himself.

Timelords
The Doctor is said to be the last Time Lord. He travels in time and space so there is still some interaction between the Doctor and his extinct race. The Time Lords are an ancient and brilliant race. They developed and used the Gallefreyan language. They also designed the technology that powers and guides the TARDIS. Any information from them could certainly be of use.
