My family and I have watched the Wizard of Oz HUNDREDS of times in my life. And even when I was younger, I remember thinking that maybe the wrong Witch got what was coming to her. We never really got to meet "East" but Glinda was the one who seemed to have some evil in her.
3 Cases in Point:
1. When Dorothy first gets to Oz, Glinda asks her if she's a good witch or a bad witch. Dorothy innocently replies "I'm not a witch at all, Witches are old and ugly." Glinda, of course, laughs at her and says "Only bad witches are old and ugly". Well, one look at Dorothy and I think one can tell she's neither old nor ugly. Wouldn't that make her a good witch? Do we think Glinda was making fun of Dorothy?
2. So the witch of the East is dead. Her sister West shows up for her ruby slippers. They are obviously very special to her and very powerful. So what does Glinda to so she can't get them? Transfer them into oblivion? Take them into her own protection? Destroy them? NO! She gives them to the new, innocent, girl. Then she sends Dorothy on a journey, all by herself, where she will be at the mercy of the Wicked Witch of the West the whole time. HMMM, What kind of good witch would do that?
3. So somehow Dorothy has survived her journey. She's met the wizard and done everyone's dirty deed by offing the Wicked Witch of the West. She's been captured and persecuted by apple throwing trees and flying monkeys. And after all of that, there's not a darn thing the Wizard can do for her. Well, Glinda to the rescue. You see, those ruby slippers Glinda has burdened Dorothy with this whole time have the power to send her home this whole time! What! Are you telling me Dorothy could have avoided near death this whole time but Glinda was afraid Dorothy "Wouldn't have believed her". Really! Tell you what. WHY DON'T YOU TRY HER, AND MAYBE SHE'LL JUST GIVE IT A SHOT FOR THE HECK OF IT!!! Wow. What a jerk.

The cache itself:
Pretty straight forward. I drive through Downtown on my way to work everyday and I'm always amazed there aren't more caches down here.
You are looking for a nano. The big buildings cause GPS coordinates to bounce alot. I got the best average I could. It should get you close and then just let the Geo-Senses kick in. Cache is on public right of way and there is no need to go on private property for this cache. No real need to leave the sidewalk.
