The waypoint is Waterloo, Belgium (where Napoleon was defeated). The name Waterloo comes from the old Dutch: "Water" = water -no kidding:)- and "loo" = little wood.
To log this cache, you need to visit one of the many "Waterloo" towns over the world. There, take the waypoint of what you consider to be the center of that town (could be the County Hall, Grand Place, crossroad, etc). Then take some pictures, one of them showing your GPS with its position and another one of a "Waterloo" inscription if possible.
Only one log per town will be accepted. You may first log a note telling about your plans to visit a Waterloo town including the country and county/province/region/state and timing. Only reasonable delays will give you the monopoly to log your Waterloo.
"Town" in this case is very general. Waterloo Station, London (UK) would be accepted for example. Derivative names such as Waterlooville, UK are accepted as long as they clearly come from the original Waterloo, BE. Waterloos, BE would be refused because it doesn't have any link with Waterloo.
