"Ka e' tiss" is an arcaic, local way to say "What's up". The word "table" is also often used to name such events in Norway, hence the slight rewriting with the German word.
This is an informal event, meant to be fairly regular (every two months), in Bergen. The event starts at 17.30 on Wednesday, 2 July 2014 and is officially finished at 19.00. However the event usually lasts for another hour. The restaurant closes at 23.00.
