To find this cache you will need to discover the coordinates of the four locations encoded below:

Point A: Occulting White, Red And Green Light Twice Every 8 Seconds
Point B: White, Red And Green Group Occurring Twice Every 20 Seconds
Point C: Red Flash Every 3 Seconds
Point D: 5 Red And White Flashes Every 20 Seconds

If you pair these locations up in the right way and draw lines between them you can derive a point where the lines cross.

To get the final coordinates you need to project a line from the crossing point of 247.698 km on a bearing of 0.6158° . The line ends at the cache's location. The website that you used to find the crossing point has a tool to do this too.
