At the above coords, you can see the statue of Son Byong-Hi. Son was the most prominent of 33 national leaders who prepared a Declaration of Korean Independence from Japanese colonial ruling. On March 1, 1919 the Declaration was publicly proclaimed here at Pagoda Park — this was known as the March 1st Movement, or Samil Movement. This Declaration ignited the public to go out to the streets and protest calling for Korean independence from Japanese colonial ruling.
Beside the statue, you will find the plaque that praises Son Byong-Hi for his virtue. You have to find A, B and C in Chinese character that stand for some numbers.
