"The board of county commissioners adopted a resolution calling on the sheriff to take steps to reduce the noises made by prisoners in the county jail. A petition was presented to the board signed by a number of citizens and property owners living in the vicinity of the jail and by those who were forced to pass there asking that something be done to stop the nuisance. The petition said that the prisoners sang in a loud manner at all hours of the day and night and that they frequently insulted passersby. The sheriff would take prompt steps to reduce the evil to a minimum and those loitering around the jail while talking to prisoners would be broken up."
