Wizard of Ooze: While the original location of this cache was "marginally" on public property, hanging in a storm drain, the new location is on private property in privately owned and maintained landscaping.
As the cache owner has not provided proof of permission from the property owner where the cache has been relocated, the cache has been archived. If the cache owner is able to provide verifiable proof of permission from the homeowner where the cache has been relocated, the cache will be unarchived.
If the reason for the location of this cache is the matching name of the street and the CO, perhaps the CO might wish to consider a multicache with a virtual waypoint at the beginning -- requiring that cachers collect some information at the location in order to calculate the location of the final waypoint elsewhere on public property where a cache would not be an intrusive disturbance to an otherwise peaceful neighbourhood.
