Question a)

Consider the following quotation and determine the speaker:

"Any people, anywhere, being inclined and having the power, have the right to rise up and shake off the existing government, and form a new one that suits them better. This is a most valuable and most sacred right - a right which we hope and believe is to liberate the world. Nor is this right confined to cases in which the whole people of an existing government may choose to exercise it. Any portion of such people that can, may revolutionize, and make their own, of so many of the territory as they inhabit." ---January 12, 1848

Question b)

After the bombardment of Fort Sumter on April 12–13 1861, President Abraham Lincoln issued a proclamation for the states to call up their militia and provide 75,000 troops to the Federal government to suppress the rebellion. He sent specific requests to all states, including this State and Governor.

The Governor responds:

"Sir: Your dispatch of the 15th instant, making a call on (this State) for four regiments of men for immediate service, as been received. There can be, I apprehend, no doubt that the men are intended to form a part of the President's army to make war upon the people of the seceded states. Your requisition, in my judgment, is illegal, unconstitutional, and revolutionary in its object, inhuman, and diabolical and cannot be complied with. Not one man will the State of (this State) furnish to carry on any unholy crusade."
