As of the 2010 census, the population was 478. It is the second-least populous county in Nebraska and the sixth-least populous in the United States.

Brewster came into existence in 1884. By a special petition, an election held in November, 1887 resulted in Brewster being named the permanent county seat. In January 1888, plans were initiated to erect a courthouse. The contract was awarded in April 1889. This original courthouse burned on September 7, 1907. A petition was filed in September 1907 to relocate the county seat. Where was the new courthouse rebuilt in 1908?
