The 1st of October is Tokyo Citizen’s Day. On this day in 1898, the State of Tokyo was established. We, the members of geocaching groups in Tokyo, celebrate this occasion by hiding this cache, along with many other caches, all over our city. Many city-run parks, museums, zoos, and other attractions will be free on this day.

10月1日は東京都民の日です。 1898年に都民の日が制定されました。私たち、東京のジオキャッシャーはこの日をお祝いするためにキャッシュを設置しました。ジオキャッシングだけでなく多くの都営の公園、博物館、動物園、その他の施設もこの日は無料になりますのでお楽しみください。
新羅三郎源義光（源義光）は後三年の役（1083年～1087年）の際、奥州に出兵し、兄の源義家を助けて平定の後、出羽から戻ってくるときにこの荏原郡平塚村の地で野営をしました。しかし野営の際に夜間盗賊に襲われて多くの将兵を失ってしまいました。
付近の村民が亡くなった人を葬って塚を造り奉りました。
この塚のことはその後次第に忘れ去られてしまいましたが、第二次世界大戦後、この地から鎧や兜、刀剣などがたくさん発掘されたことで地元の有志の手で現在の平塚の碑が建てられました。
この碑の近くにキャッシュを設置しました。
